Yes, she is a fictional Ethnicity. Of people whose skin is BROWN. Because Brown is a color on the visible spectrum of light. And people of the water tribe typically have skin that is brown.

The logic is that for racists, “brown people” means “inferior” and no way do they want to think Korra is inferior like these actual brown people in our planet, so she’s not “brown” as in she’s not “brown like Asians and Black peoples.” So she’s WATER TRIIIIIIIBE so racists can reconcile liking her while not admitting that maybe, actual brown people can also be cool and not inferior just like Korra.
